Guest speaker, Arnaldo Claudio, Technical Compliance Advisor Puerto Rico Police Reform (Police Monitor) a retired Army Colonel and native of Santurce, has held a myriad of assignments in DC, Puerto Rico, Peru, El Salvador, Bolivia, Iraq, Cuba and all points south. Some of his most prominent assignments include Chief Security Operations for Pope John Paul II, Special Forces Police Advisor for Presidential Hostage Rescue Forces, Colombian Armed Forces, among others. We learned that Puerto Rico, with 35,000 police officers, is second in size to the New York City police force. With some 5,000 + leaving the force here, Mr. Claudio's task is to modernize and make sweeping civil rights reforms under the agreement for sustainable reform of the Puerto Rico Police Department.
